Prolific Penticton offender ‘too unstable’ for psychiatric assessment

The psychiatric report for a prolific Penticton offender has been delayed because he has been too unstable.

Terry Voshall was transported to the psychiatric facility on July 13 for his psychiatric assessment. Since then, the treating psychiatrist has been unable to complete the assessment because Voshall has been too unstable.

Voshall is currently charged with multiple counts of theft under $5,000, and a charge of assault with a weapon.

The judge presiding over the Aug. 4 hearing in Penticton’s law courts granted an extension for the psychiatric report’s completion date.

In addition, with the agreement of Crown and defence, the judge ordered a mental fitness evaluation of Voshall also be considered.

The fitness evaluation results, as well as the psychiatric report, are now expected to be presented on Aug. 24. The results of the two reports may lead to Voshall going to a Not Criminally Responsible hearing.

“It’s also an NCR issue because of Mr. Voshall’s IQ he has a limited understanding of right and wrong,” said the defence.

Voshall was most recently convicted of several thefts in Penticton in April, 2022. At the time, Voshall had pleaded guilty and was sentenced to 120 days in jail, less time served.

Prior to that, Voshall had convictions in 2021 and beyond in Penticton.
