Dare I ask the question ?

Residents will be required to put their yard waste into open containers or kraft paper bags rather than plastic.
It goes on to say it requires someone to physically to remove the waste from the bags, while the contractor does the actual debagging ?
I don’t understand the quoted line above as to whom does what?
I guess my stupid question is - what is the difference debagging yard waste compared to regular household garbage buried in the dump un-bagged. Why use plastic bags at all ? -
