Penticton eyeing further increases to development cost charges

The City of Penticton is entering into the final stages of updating the city’s development cost charges bylaw.

“Development Cost Charges are the main funding source available to help with the costs of infrastructure related to growth that does not come from existing residents through property taxes or utility user fees,” said Penticton’s Mayor John Vassilaki.

The DCC bylaw sets the costs that city charges developers and developments in the city, which are then used to fund infrastructure costs for a growing community. That includes funding the construction and upgrades for roads and utilities.

Last year, when the process for updating the bylaw began, a 25 per cent increase was approved across the board by city council until a more detailed review could be completed.

That review aimed to ensure that the costs for the charges were up-to-date from the last review in 2007 and in line with the current costs for construction.

City council gave their approval on May 3 following the completion of the review begin public consultation on a draft of the new bylaw.

In addition to setting out new rates, the updated bylaw will also include a list of transportation, sewer, water, storm-water and parks projects that would be eligible for funding from DCCs with estimates for the costs of these projects.

Before the bylaw is presented for council approval, there will be opportunities for feedback from the community and stakeholders, including developers, builders and the business community.

The city has prepared a “Get to know your DCCs” quiz at shapeyourcitypenticton.ca for the community, and stakeholders will be notified directly and invited to participate in information sessions.

Citizens who would like to attend a presentation in person or discuss the DCCs with staff are invited to attend an Open House on May 19, at the Penticton Trade and Convention Centre between 4 p.m. and 7.

Copies of the draft and list of eligible projects can be viewed at shapeyourcitypenticton.ca. Feedback will be collected through to May 29.
